Evan Almighty

Evan (Steve Carell) gets all the animals and all the people nearby on the ark when the water from the dam (that Congressman Long (John Goodman) built) ruptures. The ark makes its way to the Capitol building right in the nick of time before the new law on land and property gets passed. Evan stops Congressman Long and he's arrested. Some time later, Evan is with his family on a hike and talks with God (Morgan Freeman). God tells Evan that by building the ark and uniting people, he changed the world. During the end credits, the cast and crew dance to C+C Music Factory's "Gonna Make You Sweat (Everybody Dance Now)"

Factual error: In the final scene where Congress is supposedly passing the bill, they are still in the committee room. Bills are not passed there, but in the actual meeting halls of the House and the Senate.

Question: How come not a single person saw that Evan managed to "change his clothes" instantly? There were people sat behind him looking straight at him. Wouldn't they see him in his suit one second, blink and then see him in the robes? They all laughed and thought he was crazy but surely they all saw him come in wearing the suit and it's not like you could miss someone getting changed.
